Create a NEURON equivalent of Eilif's adapting I&F model in NEST

Description

The adapting I&F neuron should be a standard model. This exists in NEST, and I think it exists in PCSIM, so a NEURON version is needed.

Not worth doing now. Wait until rewrite of neuron module, which will happen after 0.4 release.
