Description

Implement for Neuron2 and Pcsim something that I've implemented in nest1 and nest2, in the distance dependent connector, which allow the user to give a string like "cos(d)" or "0.3+5*d" for the weights and the delays. I don't have committed yet, since it is not harmonize across all simulators. Useful in topographical networks
